The ND PCBL initiative will support district work to:
• Refine their local vision for teaching and learning
• Create a supportive, transparent culture for educators and students
• Build student ownership of their individual learning of academic knowledge and social-emotional skills
• Enable deeper learning practices through knowledge application, critical thinking and collaboration
• Arm educators with practices to empower students with ownership and choice in their learning
• Define the essential competencies each student is expected to master
• Equip educators and leaders to sustain long-term progress
• Connect and learn from other districts along their journey
This initiative supports North Dakota’s PK-12 vision that all students will graduate choice ready with the knowledge, skills and dispositions they need to be successful, and contributes to a national effort by KnowledgeWorks to build a research-based framework that will help other districts and states across the country.
The Educator Fellowship within the North Dakota Personalized, Competency-Based Learning (NDPCBL) Initiative will create a cohort of individuals that will assist their school district in finding solutions to complex strategies, facilitate professional development and support local collaborations. Each Educator Fellow, identified through a collaborative process, will receive advanced training to grow knowledge in personalized, competency-based learning practices, deepen expertise in implementation strategies and serve as instructional leaders/coaches in their learning communities. Educator Fellows will serve as a catalyst for change and innovation, helping to build capacity across the state and learning from others through regular convenings, virtual meetings and collaboration opportunities.
Specifically, Educator Fellows and Leaders will
• Attend four two-day convenings per year
• Collaborate with various stakeholders across districts and including national partners
• Participate in virtual meetings in between in-person convenings
• Participate in a fellowship/coaching network
• Lead the transfer and implementation of personalized, competency-based learning strategies in and across districts in the NDPBCL cohort
• Participate in continuous Improvement practices
• Participate in the NDPCBL evaluation plan to understand impact and inform continuous improvement throughout implementation
• Provide evidence of planning and implementation at district/school levels
• Data collection through observations, surveys, walkthroughs, etc. at the district/school levels
• Participate in NDPCBL communication strategy to amplify the work and stories of impact
Resources/Course Materials: *
Participation in this cohort will provide materials and supports individuated to teachers, schools and districts which will be scaled to impact the educational system. These include leadership and professional development, family engagement, strategic design and planning, visioning and portrait of a graduate, multi-tiered customized support and a network for community of practice.
The convenings will provide District Design Teams and Education Fellows with a variety of individualized strategies and supports based on the district’s Opportunity Analysis. The Opportunity Analysis is the result of communitywide surveys, classroom visits, and focus groups to determine baseline data, specific to each school and district which are mirrored against the vision of the school district. This will provide a starting point for continuous improvement.
By identifying specific strengths, unique assets and areas of improvement each district will be able to:
• Determine competency-based growth targets for educators and systemic alignment
• Develop professional development opportunities aligned to priority growth targets
• Determine methods to measure progress against growth targets over time
Participants of the NDPCBL Initiative will receive the support and guidance to develop a framework for continual internal evaluation and improvement across all key components of their implementation plan.
Education Fellows serve with a cohort of individuals that will assist their school district in finding solutions to complex strategies, facilitate professional development and support local collaborations – all in the pursuit of a tremendous goal: preparing learners in highly personalized ways through the support of the educators who serve them.
• Fellows will receive advanced training and support to inform their roles, guide processes and inform their protocols at their respective school district.
• Fellows will gather frequently either in person or via webinars with their cohorts to inform each other’s learning and to demonstrate evidence of learning and application.
